This packaging helper eliminates most of the boilerplate from packaging
emacs extensions for debian. It requires package.el compatible metadata.

- rename emacsen-install/remove files, and change embedded package
  name

- split notmuch.install, notmuch.dirs

- add Breaks/Replaces for previous notmuch packages with overlapping
  files.
