emacs: Respect `load-prefer-newer` when loading `notmuch-init-file'
Before this change, `load-prefer-newer' was ignored.
Set NOERROR and MUST-SUFFIX arguments of `load' to t, and NOSUFFIX
argument to nil, to preserve the behaviour of the deleted `let' form.
